Paul (Gabriel Macht) is a SWAT officer of the Los Angeles Police Department. He was assigned to the Detroit SWAT team and became an instructor there. In an operation, Paul's mistake caused the death of the hostage Rose (Kristanna Loken), and the culprit Walter (Robert Patrick) fled. The occurrence of this accident put Paul's career in trouble. He sent away Kellogg (Nicholas Gonzalez), the leader of the Detroit SWAT team, who had a deep grudge against him, and supported his former friend Lori (Shannon Kane).
